National property consultancy Carter Jonas has implemented a strategic restructuring of its Planning and Development division to align with the firm’s ambitious five-year growth plan and enhance service delivery nationwide, bringing together senior leadership for the benefit of clients.
The reorganisation includes several senior promotions that reflect the firm’s commitment to improving service quality and fostering collaboration.
Under the leadership of Colin Brown, Head of Planning and Development, the newly structured team emphasises a cohesive approach to client service. The organisation now features four dynamic business units, each led by a dedicated lead partner:
Planning Consultancy: Katy Davis, Head of Planning in London for several years, has been promoted to National Head of Planning, where she will leverage her extensive industry expertise to drive innovative consultancy solutions. She will also continue to lead the London Planning team and has been with Carter Jonas since 2014.
Development Consultancy: Jon Pinkerton has been promoted to National Head of Development Consultancy. Since joining Carter Jonas in 2019, he has successfully led the growth of the firm’s consultancy services in London and will now oversee these efforts on a national basis.
Development Agency: James Cordery has been promoted to National Head of Development Agency. After joining Carter Jonas as a graduate surveyor in 2013, he has specialised in strategic and immediate development land opportunities, working with both private and public sector clients.
Masterplanning and Urban Design: Jonny Clayton will continue in his role as National Head of Masterplanning and Urban Design, focusing on enhancing the firm’s national expertise in both strategic land and regeneration sectors.
Several other key leadership changes have been made to support the Planning and Development division’s operational capabilities and strategic direction.
Based out of Carter Jonas’ Oxford office, Huw Mellor will assume the role of Head of Planning South from Steven Sensecall, who has retired from his role as a partner but remains with the business as a consultant. James Cordery will, alongside his national role, also lead Development South, working out of Oxford, Bristol and Winchester.
In Cambridge, Paul Belton has been promoted to Head of Planning and Development East. He will work closely with Dominic Bryant, the newly appointed partner leading the Development Land team there.
To further support this strategic shift, Carter Jonas has also restructured its Planning and Development Board. Colin Brown will be joined by the lead partners from the four business units. This board will oversee the division's progress and the success of the new operational model, with each unit establishing its senior leadership group focused on driving operational excellence, growth, and productivity.
