The City of Westminster have recently approved an Additional HMO Licensing Scheme across their borough which will come into effect on 30th August 2021.
This new scheme will run in the conjunction with the Mandatory HMO Licensing scheme which is currently in place in England. For further information please refer to Houses in occupation (HMO) | Westminster City Council.
Does my property need a License?
You may need a license if your property is in the City of Westminster and is currently occupied or may be occupied in the future by three or more unrelated people, forming more than one household, who share communal amenities such as a kitchen or bathroom.

What are the penalties if I do not apply for a license?
It is an offence to let out a licensable HMO without a license and can result in a fine or a civil penalty of up to £30,000.
